Delphi is not brought to the front when breakpoints are hit in Windows 98

In Windows 98, why is it that when I hit a breakpoint or an Exception occurs, Delphi isn't brought to the front of all other windows? All it does is blink the Delphi icon in the Windows taskbar.

This is a Windows 98 feature. You can turn it off by editing the WIN.INI file under the section header entitled "[Compatibility95]"
