The Deployment looks in the registry at the registry entry DLLPATH in HKEY_LOCAL_MACHINE\SOFTWARE\Borland\Database Engine to find the BDE. If this entry is missing or pointing to an invalid directory this problem will occur.

There are four possible conditions to cause this error. . The BDE has not been installed. 2. Only a partial install of the BDE has performed. Partial installs do not update DLLPath. 3. The registry has been edited to point to an incorrect location. 4. The files in directory where DLLPATH points have been moved or deleted.
